I picked Mew.
Because....
1. It's so cute.
2. It can learn all the moves in the game!
3. It's so cute.
4. Teach it a dark move, and it'll knock Mewtwo out.
5. It's so cute.
6. It's useful for teaching HM.
7. It's so cute.

Celebi would whoop both for two reasons:
1. Celebi can travel back in time and correct an error it makes in a fight and effectively 'predict' Mew's every move.
2. Grass-types whoop water-types, no questions asked.
