You get Riolu's egg in the second floor of Iron Island.

Yesh, go to Iron Island, take the stairway to the right and keep heading along the path until you get to another intersection, and go left. You'll see Riley, who you later become good friends with. Just explore the rest of the cave with him. You'll eventually run into some Grunts agitating the Pokémon, and Riley will tell them to get out of his mine. You and Riley will fight them, help him save the mine and he'll give you an egg.
