I just made it into Sunyshore City.
While exploring the small beach at the north of the city, I came across an NPC. An "!" appeared over her head, and she walked over to me.
It turns out that this NPC was gym leader Jasmine, one of the 8 in Johto! She's visiting from her home town, which is also by the ocean! Weird, huh?
