No, Lucario isn't a Legendary Pokémon, just a really cool looking one. Lucario has a pre-evolution forum called Riolu. (Also Riolu is a Fighting type while Lucario is a Fighting/Steel type)

Oooh... I thought he was because the highest rank in PMD is Lucario. I thought that Nintendo was shadowing (or whatever that reading term is) that Lucario is an awesome Pokémon, thus legendary.  Is he at least a rare one, like the Regi's and Lapras is?  |

No, I don't think he's exactly rare either. He just seems to stick out because he looks pretty cool... especial compared to some of the other Pokémon, like Lickielicky... (seriously, what the hell IS that thing?! That's just a messed up Lickatung!)
