I voted for Phione... again. But dude, Lucario and Rioru aren't legendaries. They're just popular because of the movie and that they're the only ones that look somewhat cool.

Bulby, they are cocidered legendaries, because you can only get one of them in the games.
And I made my pick with the Creation Pokémon, Arceus. The 'Multi-type' ability has me grinning from ear-to-ear.

I like Lucario but he is not a Legendary....He is probably one of the most Rarest Pokémon because their are only 3 in the whole Pokémon D/P games because you get a Riolu from some guy named Van that looks alot like Sir Aaron,the 2nd one belongs to the 3rd Gym Leader,& the last one belongs to the Pokémon League Champion

Whoops, then I stand corrected on that. However, one could say that they are pseudo-Legendaries, just like Arcanine has this status. They are indeed rare and powerful to behold.

Latios,Latias are Legendarys! All the Pokémon such as the Unowns that could only be found in a particular place or special Event counts as one of the Legendaries or oneo of the most Rarest

Um... No. Legendary Pokémon can only be obtained once, unless you breed with a Ditto, cheat, or trade. They are at the end of the chain and have the word "Legendary" in their description. Rares can only be obtained once per game as well, but are not at the end of the generation chain. Some of them only have a bit more power than the others. Unknown are NOT rares because you can obtain as many of them as you wish just by entering a dungeon and walking around.

Speaking of Unown, they and Spinda can be classified as fixed-variance Pokémon, since they can look different from the next one you find of the same species. Unown only have (if I remember correctly) 28 different forms while Spinda...it is currently unknown how many possible spot patterns they actually have! If you DO manage to get two Spinda that look exactly the same, you are God(dess). That's how rare it is to find twins for those spotted pandas!
